This public gate defines the manifest, materials-index, integrity, claim-language, discovery, receipt, and board-memo checks required before White Noise calls investor-facing materials current in a review cycle.

Minimum acceptance
The freshness receipt has to be inspectable.
The gate converts a recurring investor-maintenance task into a board-controlled source record. It does not create warmer claims; it prevents stale investor materials from being treated as current by repetition.
