A current manifest or index does not prove KPI actuals, revenue quality, CRM maturity, customer proof, or financing readiness.
The current receipt can support only the statement that public investor materials were reviewed on June 29, 2026.
Any material investor-route, manifest, proof-gap, or public-claim change triggers earlier review.
The freshness receipt has to be inspectable.
The gate converts a recurring investor-maintenance task into a board-controlled source record. It does not create warmer claims; it prevents stale investor materials from being treated as current by repetition.

The freshness gate is useful only because it points back to source artifacts, validation scripts, review cadence, and explicit non-claims.
The gate has a local consistency check.
